Laying the Groundwork for Long-Term Success in a Large-Scale Development

Penntex is delivering comprehensive construction management services to our partners at the Rockefeller Group for a multi-phase industrial development in Mechanicsburg, PA. The full development spans 451 acres and will be completed in two phases. Penntex is currently managing the construction of the two tilt-wall buildings in Phase 1 and is also engaged in early planning and preconstruction activities for Phase 2, which will include a third large-scale building on the site, approximately 892,620 square feet in size.

A Strong Start with Site and Infrastructure Work

As construction progresses on the Phase 1 buildings, major utility and infrastructure upgrades are in progress for the entire development. The Penntex team is currently navigating the complexities of site preparation on a property known for its dense limestone rock. Geotechnical investigations, erosion control implementation, and regular blasting efforts have been critical to ensuring stability for high-quality on-grade building pads that support long-term performance. New roadways and traffic control upgrades are also progressing to support future development across the full site.

  • Infrastructure improvements include extensive site utilities designed to serve the full 451-acre, three-building development with system capacities thoughtfully upsized to meet the potential needs of heavy utility end users.
  • Pre-fabricated precast panels are in production off-site to allow for more efficient vertical construction once the foundation work is complete.

This project represents Rockefeller’s first major development in the Central Pennsylvania region and brings together teams from both their New York and New Jersey offices. It is also the first collaboration between Penntex and Rockefeller. However, our firms share a commitment to quality, transparency, and thoughtful planning that has contributed to a strong foundation of trust between teams from the start.

From early-stage preconstruction through daily site coordination, the project has benefited from a strong relationship built on open communication and aligned goals. As the team works toward concrete footings and vertical construction in the second half of 2025, detailed documentation and weekly reporting continue to keep all stakeholders informed and in sync.

Building Momentum for Phase 2 and Beyond

With Phase 1 well underway, planning for Phase 2 is already in motion under a limited notice to proceed. Phase 2 will bring additional demolition, sitework, and building construction to the property. As tenant interest grows, the site is well-positioned to support evolving development goals, including for heavy manufacturing usage.
